Lining paper question in Paris

Hi, I have a whole flat to do from top to bottom including lining the walls before painting them as they have already been papered but I can see they are in a bit of a state under the paper. The flat is in Paris and the only lining paper we can get here is the 1m wide type which is very strong but very expensive aswell.
