I'm of the school of thought that priming new plaster with PVA prior to emulsioning is a big no no. Went to quote a HSL recently . Found it was one of those enthusiastic DIYers who had started and found it was too much to cope with. I was greeted with , " The walls are newly skimmed and ive pva'd them , all ready for you" Ive had this greeting once before , and walked.
