Inside and outside sash windows

Hi everyone

Can anyone please confirm to me which part of a sash window i.e. the runners, is classed as outside and inside. Im painting the inside of all the sash windows and the builders decorator is painting the outsides but we keep arguing about which should be white for the outside and wimborne white for the inside !
